I have made the same point in my new book Robert J. Miller, Reservation "Capitalism:" Economic Development in Indian Country (Praeger Publishers, 2012).  I believe that economic development might be the most important issue facing Indigenous governments because we have to make our communities and reservations sustainable places to live and work and to raise families if we are going to be able to maintain our homelands, communities, tribes, and cultural practices and languages.
